Libraries or Folder Virtualization in Windows 7 allows you to group multiple folders together in the one view. This includes local folders and folders on the network. Libraries also support offline files. The default libraries for Windows 7 will appear under libraries in Windows Explorer. To create a new library right click library and select new library. Once created you a library you can go into it properties and add multiple folders.
